The Healthcare Information and Management Systems Society (HIMSS) is a high-quality indicator of smart healthcare in global healthcare organizations. This year, with great effort, the elite team led by Der-Yang Cho, Superintendent of China Medical University Hospital (CMUH), achieved excellent results in the HIMSS Digital Health Indicator (DHI) assessment. CMUH has been indicated as a "Top 3" smart hospital in the world, and its clinical results have been widely praised by international judges. HIMSS is a heavyweight global advisor on digital health strategies, and is known for its high-standard assessment of digital health transformation in healthcare organizations. Members of HIMSS in the global health community include leading medical centers, such as the Mayo Clinic, The University of Texas M. D. Anderson Cancer Center, the Cleveland Clinic, and Stanford Health Care.
HIMSS assesses DHI in hospitals around the world using four reform benchmarks: 1) Interoperability – measuring the real-time, seamless digital healthcare system of a hospital, 2) Person-Enabled Health – measuring personalized, innovative healthcare of a hospital with data results and people-orientated ideas, 3) Predictive Analytics – measuring the capability of a hospital to transform data into knowledge, and hence establish personalized medical care, predict risk, obtain the best healthcare outcomes, and actively optimize public healthcare outcomes, and 4) Governance and Workforce – ensuring medical privacy, security, governance, and accountability, and being a sustainable digital healthcare system with high-performance. CMUH was evaluated with high scores across all four area, becoming an outstanding representative smart hospital in the world.
The good news about CMUH does not stop there. In addition to the excellent HIMSS certification, it has also earned a number of other external recognitions. The CMUH healthcare system won 23 awards in the National Innovation & Advancement Awards at the end of last year. At the beginning of this year, CMUH won 19 awards in SNQ, including a silver and a bronze medal in the National Biotechnology and Medical Care Quality Award, and a further 11 awards in the NHQA, including two silver medals and four excellence awards. Many are the results of improvements in the quality of healthcare through smart healthcare and digital transformation, attracting the attention of the global health community.
CMUH's three intelligent platforms, the Intelligent Anti-Microbial System (iAMS), the Central Taiwan cardiac rescue AI network, and visualized data-integration to improve ARDS care are highly praised by HIMSS.
Under the leadership of Der-Yang Cho, Superintendent of CMUH,the hospital obtained the highest level, Level 7, in the EMRAM assessment in 2019,and obtained a high score certification in the HIMSS Digital Health Indicator (DHI). Superintendent Der-Yang Cho says that CMUH was awarded the high score certification by international judges for its focus on improving clinical outcomes in its three smart medical platforms: the iAMS – an intelligent antibacterial system to fight nosocomial infections, the Central Taiwan cardiac rescue AI network – an AI-assisted diagnosis system for remote myocardial infarction, and visualized data-integration to improve ARDS care, which visualizes data to understand breath codes.
Superintendent of CMUH Der-Yang Cho further said that the iAMS is the best example of developing a prediction of drug resistance and sepsis based on data where the healthcare needs to focus on sepsis patients and the hospital has a system for establishing a secure information stream so clinical outcomes can be improved. It has helped more than 140,000 patients so far. By applying IT, AI, and hardware and software systems to clinical practice, and using inspection instruments combined with big data, it rapidly diagnoses bacterial strains and the drug resistance of bacteria. Superintendent Der-Yang Cho said that the clinical data presented by the iAMS has an accuracy rate of 90% in the fight against nosocomial infection of superbugs. The time taken to analyze drug-resistant bacteria has been significantly shortened from 72 hours to within one hour, which is conducive to the immediate and precise administration of the right drugs and many patients saved. Superintendent Der-Yang Cho also used data analysis to indicate that the survival rate of staphylococcus aureus has increased by 11.7% and 23.7% for Klebsiella infections thanks to the iAMS. The proportion of incorrect antibiotic prescriptions has been reduced from 12.1% to 0%, which obviously helps many doctors to identify the target, prescribe the correct drugs faster, and aid with precise medication-assisted decision-making, effectively reducing the mortality of patients and medical costs; all these factors impressed the judges at the conference.
With regards to the Central Taiwan cardiac rescue AI network, Superintendent Der-Yang Cho further explained that since last year, CMUH has expanded its cooperation with the 29 administrative districts of Greater Taichung and the Nantou County governments, focusing on myocardial infarction patients, and introduced the "AI-assisted diagnosis system for remote myocardial infarction" in central ambulances. This system allows ambulance technicians to operate the electrocardiogram on-site and send the data to the cloud remotely. AI can determine whether the patient presents with myocardial infarction in 37 seconds, greatly shortening examination procedure in the hospital. The AI-assisted ambulance system also impressed top medical judges in the United States.
Furthermore, the "visualized data-integration to improve ARDS care" team of CMUH built the "ARDS real-time monitoring panel" in cooperation with the information room. Focusing on patients with ARDS, medical data originally scattered across the system has been integrated using smart healthcare. The real-time monitoring panel can show information on each patient's condition and trends. For example, the patient status map shows the ratio of patients with ARDS, and the ratio of patients using respirators, pressors, and those on continuous dialysis. According to the PF ratio, the ascending power is used to organize patients so screening is faster and index cases can be found immediately, helping medical staff to quickly understand changes to the patients' conditions and implement a lung-protective ventilation treatment strategy early. It helps to comprehensively grasp patient data using a visual dashboard. The mortality rate of patients in the intensive care unit has been reduced by 16.7% after one year of intervention.
Furthermore, CMUH received a high score evaluation from international judges in the HIMSS for its implementation of digital services for patients, including smart wards and the CMUH app. The smart medical ward designed for in-patients improves convenience, and quality of medical care, benefitting patients. CMUH uses one panel to quickly integrate multiple medical resources and services. "China Medical Click-Connect", the CMUH mobile app designed for out-patients, provides appointment registration services, prescription services, dialysis services, in-patient care, medical and patient information, as well as cross-hospital resource integration and other services through smart mobile devices. Among the above functions, hemodialysis patients can receive remote safety monitoring by professional physicians and dialysis technicians through the app, so they can receive hemodialysis at home, saving patients 90 days in the year from travelling to and from hospital. The high score was awarded for both saving patients' precious time and effectively improving hospital workforce efficiency.

Thanks to the 5G network, data of personal wearable physiological detection devices can be uploaded to the cloud at any time, and telemedicine is no longer a thing of the future for medical organizations. Superintendent Cho said that CMUH has successfully provided remote medical services to rural residents by using real-time video software and digital technology in the remote Dili village of Xinyi Township.
